RENT LEVELING

The Rent Leveling Ordinance protects the tenant in rent controlled apartments from unfair treatment by limiting rent increases in those apartments and permits landlords and homeowners to pro-rate increases in the Highland Park property tax between the tenants in the apartment building.

In 1983 the Borough Council adopted vacancy de-control which lifts rent controls when a previously rent-controlled unit becomes vacant. At that time the landlord or homeowner may ask whatever rent the market will bear.

Currently only a handful of apartments remain "rent controlled".
