Councilwoman Elsie Foster-Dublin,
Provides Borough Council leadership and, along with Mayor Meryl Frank, oversees the administration of the Borough For the past two years Elsie served as Council Chair for the Department of Public Works & Public Utilities, Council Liaison for the Environmental Commission, Shade Tree Advisory Commission, Environmental Centers and Pocket Parks. In July 2002 Elsie, still serving as Council President, became the Council Chair for Public Safety, Second Chair of Finance and Third Chair of Health, Welfare and Recreation. Co-founder and former President of the Orchard Heights Community Association Former Secretary of Irving School PTO Member of Outreach and Missions Committee of the Reformed Church of Highland Park Executive Member, Association of Caribbean-American Officials and Leaders Founder, United Caribbean American Network of New Jersey Officials Member of the Caribbean Medical Mission Since Elsie joined the Borough Council in November, 2000, she has organized a Town Meeting on snow removal, helped write grants for purchase of several new pocket parks, overseen the revitalization of Karsey Park, and organized our annual Clean-up Graffiti Day and Arbor Day celebrations. She oversaw the application that won the largest tree-planting grant ever awarded to the Borough; as a result, residents will see hundreds of new trees to be planted this spring. Elsie, together with Mayor Meryl Frank, organized the Boroughs Sept. 11 Candlelight Vigil. She has reached into the community to constructively discuss issues of race and ethnicity, and she has also been instrumental in bringing to Highland Park experts and resources to address these issues.
