Conditional Redeveloper - Garden Homes

On August 2, 2022, after a competitive RFP process, Borough Council authorized a resolution to designate 232 Raritan Avenue, LLC (Garden Homes) as the conditional developer for Tract C and to execute an interim cost and conditional designation agreement. The designation was extended by Borough Council on February 21, 2023 and again on September 19, 2023. With this designation, the Borough and 232 Raritan Avenue, LLC (Garden Homes) may pursue pre-development activities including but not limited to review of the conditional developer’s proposal and negotiation and preparation of a redevelopment agreement.

Expansion of Tract C

On February 21, 2023, Borough Council authorized the Planning Board to conduct a preliminary investigation to see if certain lots adjacent to Tract C meet the criteria for an area in need of redevelopment. Click here to view a map. On December 14, 2023, the Planning Board reviewed the preliminary investigation of the Borough Planner, held a public hearing and voted to adopt and accept the recommendations in the report and to recommend the study area be declared a non-condemnation area in need of redevelopment pursuant to the Local Redevelopment and Housing Law. On April 16, 2024, Borough Council passed a resolution designating the lots as such. 

Concept Plan & Preliminary Renderings

On June 5, 2024, the Borough held a community meeting to present a concept plan and preliminary renderings of the proposed Tract C redevelopment. Following an overview presentation by Borough officials and representatives from Garden Homes, attendees visited information stations to discuss their ideas and concerns about the project. Comment cards were also distributed and collected and will be used to inform the next phase of the project. Links to the meeting materials are below.
