The Tax Assessor's Office is responsible for establishing and maintaining the assessed value for all real estate within the Borough of Highland Park.
The Assessor receives a copy of all building permits filed within the Borough and makes inspections to determine any changes in value resulting from new construction.
Property Revaluation 2022-2023
The Borough was ordered by the Middlesex County Board of Taxation to undertake the revaluation of all real property and to have it completed for the 2023 tax year. The last revaluation in the Borough was completed in October 1990.
The Borough solicited proposals from qualified firms to implement the municipal-wide revaluation of properties and selected Professional Property Appraisers, Inc. (PPA) to conduct the inspections and collect the data necessary to update all assessments to fair market value.
Letters were mailed to all property owners on February 2, 2023 providing information on the new assessed valuations. Questions regarding revaluation, or about the new property value in the letter, should be directed to PPA at 1-800-410-5815 between the hours of 9 am and 4 pm, Monday through Friday, no later than Tuesday, February 21, 2023. If an interior inspection has not yet been done, there is still time to schedule one, so please call the 800 number as soon as possible.
A revaluation is an adjustment, update, or revision of all real property values within a municipality and must be performed by an state-approved professional appraisal firm contracted by the municipality. Revaluation is needed when properties in a municipality are not being assessed at the same rate or are being assessed substantially below or above the uniform value standard for real property required by the State Constitution. The revaluation distributes the tax burden among property owners equitably according to the true worth of their real estate.

Tax Record Book
In December the tax record book is available for review by the public. This provides the public with an opportunity to review any property assessments before those figures are filed with the Middlesex County Board of Taxation.
The County Tax Board adopts the official Tax book by January 10 of each year. The deadline for filing tax appeals to challenge an individual assessment is April 1.
