On December 20, 2022, after a thorough study of the area and Planning Board review, the Borough Council declared the former Stop & Shop site and adjacent parcels as a non-condemnation area in need of redevelopment.

On April 4, 2023, the Borough Council introduced an ordinance to adopt the 420-424 Raritan Avenue Redevelopment Plan to help incentivize a grocery store use on the site and allow for additional uses such as housing and other site improvements. Following review and comment from the Planning Board, the plan was adopted on May 16, 2023.

In addition to this redevelopment strategy, the Borough is working on a parallel track to identify and recruit a supermarket tenant for the site and to develop interim transportation options to provide continued access to fresh foods and groceries.
