The allowable rent increase for 2025 is 3.55%

On December 20, 2022 Borough Council passed an ordinance updating rent control regulations in Highland Park. These regulations apply to all rental dwellings in the Borough including single-, two-, three-, and four-family dwelling units. The ordinance establishes an annual allowable rent increase based on the Consumer Price Index (CPI) that is capped at 5 percent and also establishes a Rent Control Board comprised of tenants, landlords, and homeowner/residents that will work to implement the ordinance. The new regulations went into effect upon publication.

Information for Tenants

Any newly signed rental agreements as of December 20, 2022 are subject to rent control regulations established by ordinance. A Frequently Asked Questions document for tenants has been compiled and is accessible HERE.

If your landlord is trying to increase your rent more than the allowable rent increase, please share with them the memo from the Department of Code Enforcement. If they continue to insist on the rent increase, you may fill out a Tenant Complaint Form and submit it either via email to rentcontrol@hpboro.com, by mail (below), or by dropping it in the lower level mailbox at Borough Hall:

Information for Landlords/Property Owners

Every year the Department of Code Enforcement will publish in October a memo regarding the allowable rent increase for the following year. The memo will be available on the Borough website and at the Clerk’s Office in Borough Hall. The allowable rent increase for 2024 is 3.80%.

All properties must be registered with the Department of Code Enforcement via their Rental Checklist prior to applying for a Hardship Rental Increase.
